Another year has passed and once again our Annual General Meeting is upon us. It's that time of year when we can celebrate all of the fantastic work and great adventure our Group been doing over the past year. How the Group runs

Within a Scout Group, there will be a number of adult leaders, who give their time voluntarily to help the development of young people. The Group is led by the Group Scout Leader, whose job is to co-ordinate the Group’s activities and to ensure continuity and development.

The Group Council

A Group Scout Council meets at least once a year usually for an Annual General Meeting. The Council consists of all the adult Members of the Group, as well as the children’s parents. For more day-to-day matters, the Council has a Group Executive Committee that meets regularly.

The Group Executive Committee

The Executive Committee consists of the Group Scout Leader, usually the Section Leaders and members elected by the Group Council. The Executive Committee may set up sub-committees to perform particular tasks such as fundraising. We use the term Group Executive Committee, Group Executive, Executive Committee, Board of Trustees and trustees interchangeably. They all mean the same thing.

Our Group is supported by a dedicated team of Executive Committee members who steer the Group, providing support for the Group Scout Leader to effective carry out his role, oversee the governance of the Group and manage the finances on behalf of the Group Council.

Officers of the Group are nominated (Group Chair) and elected (Secretary & Treasurer) and serve on the Group Executive Committee (as ex-officio trustees) for one year.

Elected Trustees (2017/18):

Elected members of the Group Executive Committee are elected from the membership of the Group by the Group Council at the AGM and serve on the Board for one year. Our constitution allows for between 4 and 6 elected members.

Ex-officio trustees (2017/18):

Ex-officio members are trustees of the Scout Group by virtue of their role. The Group Scout Leader and Assistant Group Scout Leader are automatically members of the Group Executive. Section Leaders can opt-in at each AGM by making their wishes known at the meeting. Our partnered Explorer Scout Unit Explorer Scout Leader is also afforded this same right by virtue of our consitution and Partnership Agreement.

The Group Council and Group Executive Committee

The Group Scout Council is the electoral body, which supports Scouting in the Scout Group. It is the body to which the Group Executive Committee is accountable.

Membership of the Group Scout Council is open to:

  • Scouters, Colony, Pack and Troop Assistants Skills Instructors & Explorer Scout Leaders (if stated in a Partnership Agreement);
  • Group Scout Active Support members;
  • Administrators & Advisers;
  • Patrol Leaders;
  • All parents of Beaver Scouts, Cub Scouts and Scouts;
  • any other supporters including former Scouts and their parents who may be admitted by the Group Scout Leader, the Group Executive Committee or the Group Scout Council;

The District Commissioner and District Chairman are ex-officio members of the Group Scout Council.

The Group Scout Council must hold an Annual General Meeting within six months of the financial year end to:

  • receive and consider the Annual Report of the Group Executive Committee, including the annual statement of accounts;
  • Approve the Group Scout Leader’s nomination of the Group Chairman and nominated members of the Group Executive Committee;
  • Elect a Group Secretary and Group Treasurer;
  • Elect certain members of the Group Executive Committee;
  • Appoint an auditor or independent examiner or scrutineer as required.
